Risk-weighted AssetsRWA
Also called Risk-weighted Exposure, RWE,
A bank's assets and off-balance-sheet exposures weighted by their riskiness, plus capital charges for market and operational risk. It is the denominator of the capital adequacy ratio.
Explained
Under NRB's capital frameworks, total RWE has four parts:
- Credit risk RWE using the Simplified Standardized Approach: each claim gets a weight. Claims on Government of Nepal and NRB carry 0%, and higher weights apply to riskier exposures such as unsecured, real estate, credit card or past-due loans (some at 150%). Off-balance-sheet items are converted with credit conversion factors first.
- Operational risk using the Basic Indicator Approach on gross income.
- Market risk using the Net Open Position approach on foreign exchange positions.
- Pillar 2 supervisory adjustments, for example an add-on when the net liquid assets to total deposit ratio is below 20%, or when ALM or operational risk practices are weak.
The weighting means two banks with equal total assets can need very different capital.
Example
Rs 100 of Government treasury bills adds Rs 0 to RWE, while Rs 100 of a credit card receivable weighted at 150% adds Rs 150.
In Nepal
NRB revises risk weights to steer credit, for example giving lower weights to selected small and medium enterprise loans through amendments to the capital frameworks.
