Three Pillars of Basel
Also called Pillar 1, Pillar 2, Pillar 3, Three Pillars
The structure of Basel II and Basel III: Pillar 1 minimum capital requirements, Pillar 2 supervisory review process, and Pillar 3 market discipline through disclosure.
Explained
The three pillars are meant to reinforce each other.
- Pillar 1, Minimum capital requirements: formula-based capital for credit, market and operational risk. In Nepal: Simplified Standardized Approach, Net Open Position approach and Basic Indicator Approach, giving the minimum capital ratios.
- Pillar 2, Supervisory Review Process: has two parts in NRB's frameworks, (a) the bank's own Internal Capital Adequacy Assessment Process (ICAAP) and (b) supervisory review by NRB. NRB can add capital charges, for example when net liquid assets fall below 20% of deposits, when ALM practices are unsatisfactory or when operational risk management is weak.
- Pillar 3, Market discipline: banks publish capital structure, risk exposures and capital adequacy so depositors, investors and analysts can judge them.
A bank can satisfy Pillar 1 and still be asked by NRB to hold more capital under Pillar 2.
In Nepal
Nepali banks publish quarterly Basel disclosures on their websites as part of Pillar 3.
