Base Rate
Also called Minimum lending rate
The base rate is the minimum reference interest rate of a bank, worked out from its cost of funds and regulatory costs, on which the bank adds a premium to price its loans.
Explained
NRB introduced the base rate in the Monetary Policy of 2069/70 to make loan pricing transparent. It is calculated monthly under the Base Rate Determination Procedure, 2069 (Annex 15.1 of the Unified Directive).
Formula Base rate = Cost of funds % + CRR cost % + SLR cost % + Operating cost %
- Cost of funds: weighted average interest rate on domestic deposits and borrowings.
- CRR cost: average CRR balance × cost of funds ÷ average investable fund.
- SLR cost: net SLR amount × (cost of funds − weighted average yield on government securities) ÷ average investable fund.
- Operating cost: total operating expenses (after the allowed adjustment for non-fund costs) ÷ average investable fund.
Banks must report the base rate to NRB within 7 days of month end and publish the monthly and three-month average base rate on their website. No loan may be priced below the last three months' average base rate, except concessional government or donor programmes.
In Nepal
Circular 1 of 2083/84 amended the operating cost part of the base rate formula so that operating expenses are annualised from the months elapsed since the start of the fiscal year.
