Cash Reserve RatioCRR
Also called Cash Reserve Requirement, Reserve Requirement,
Formula
CRR = Balance held with NRB (14-day average) / Total deposit liability (weekly average) × 100
- Numerator
- Balance in the general account with NRB (plus eligible balances with a Class A bank for B and C classes)
- Denominator
- Total deposit liability (current, call, saving and fixed), excluding convertible foreign currency deposits, staff security and margin deposits
NRB limit: Minimum 4% of total deposit liability for Class A, B and C institutions; at least 90% of the requirement to be held daily
NRB Unified Directive 2082, Directive 13 (CRR kept unchanged in NRB Monetary Policy 2083/84) · applies from . Limits change with each monetary policy and directive, so check the latest notice before the exam.
The share of a bank's total deposits that it must keep as a balance in its account with Nepal Rastra Bank. It is both a liquidity safeguard and a monetary policy tool.
What the value tells you
A higher CRR locks up more of the bank's funds at zero interest and tightens money supply; a lower CRR frees funds for lending. Falling below the requirement triggers penalties.
Explained
Legal basis: Section 46 of the NRB Act 2058 empowers NRB to require compulsory reserves, and Directive 13 of the Unified Directive sets the rate.
Requirement: Class A, B and C institutions must keep 4% of total deposit liability with NRB, and at least 90% of that required amount must be held daily (from 2082/02/18).
Calculation:
- Deposits are taken as the weekly average (Sunday to Saturday, divided by 7).
- After a one-week lag, the 14-day average balance at NRB (Sunday to the second Saturday) is compared with the requirement.
- Only the general account at NRB counts; foreign currency and special accounts do not. Convertible foreign currency deposits, staff security deposits and margin accounts are excluded from deposits.
- B and C class institutions in places without an NRB office may keep the balance in a current account with one nearby Class A bank, but not in an interest-bearing account.
Penalty on the shortfall: first time at the bank rate, second time at 1.5 times the bank rate, third and later times at twice the bank rate; the NRB Act caps the penalty at three times the bank rate.
Raising the CRR drains liquidity and cuts the money multiplier; lowering it releases funds for lending.
Example
A bank with average total deposits of Rs 200 billion must keep Rs 8 billion (4%) with NRB on the 14-day average, and never less than Rs 7.2 billion (90% of Rs 8 billion) on any single day.
In Nepal
NRB has kept the CRR provisions unchanged through Monetary Policy 2082/83, its reviews and Monetary Policy 2083/84.
