The rate at which NRB provides standing liquidity to banks and financial institutions; it forms the upper bound of the interest rate corridor and is the reference for NRB penalties.
Explained
Role in the corridor: Monetary Policy 2082/83 describes the bank rate as the upper bound of the interest rate corridor and keeps the provision of providing the standing liquidity facility (SLF) at the bank rate. Because banks can always borrow from NRB at this rate against eligible collateral, the interbank rate should not rise much above it.
Recent changes:
- Monetary Policy 2082/83 (11 July 2025): cut from 6.5% to 6.0%.
- First quarterly review (1 December 2025): the ceiling (SLF rate) cut from 6.00% to 5.75%; the mid-term review confirms the bank rate was cut to 5.75%.
- Mid-term and third-quarter reviews and Monetary Policy 2083/84 kept the bank rate unchanged.
Use in penalties: the NRB Unified Directive charges shortfalls on the CRR (bank rate, 1.5 times, 2 times), the SLR (bank rate, 2 times, 3 times) and excess over the CD ratio on the basis of the prevailing bank rate. The NRB Act caps the CRR penalty at three times the bank rate.
Example
A bank short by Rs 500 million on CRR for the first time pays a penalty at the 5.75% bank rate for that two-week period: 500,000,000 × 5.75% ÷ number of two-week periods in the year.
