Premium over Base Rate
Also called Premium rate, Spread over base rate
The premium is the percentage points a bank adds to its base rate to fix the interest rate on a loan, reflecting the type, tenure and risk of the loan.
Explained
Loan rate = Base rate + Premium. If the base rate is 7% and the premium is 2 percentage points, the loan rate is 9%.
NRB rules (Directive 15)
- Banks must fix separate premiums by loan type and tenure, and publish them monthly before the Nepali month starts.
- The premium must be written in the offer letter and cannot be higher than the published premium on the date the application was received.
- Once a loan is approved, the premium cannot be raised, and teaser discounts that later rise automatically are not allowed (penalty for misuse is allowed).
- Published premiums may be raised only half-yearly, but can be cut at any time.
- The rate difference for loans of the same nature cannot exceed 2 percentage points.
Premium caps for specified sectors (selected): up to 2 points for loans up to Rs 2 crore to agriculture, livestock, export, handicraft, IT, tourism and domestic production; up to 1.5 points for NARC-recommended crop projects; up to 1 point for electricity export projects (first 5 years) and storage hydropower; up to 2 points on wholesale deprived sector loans to MFIs.
