Fiscal Policy
Also called Budgetary Policy,
The government's use of taxation, public expenditure and borrowing to influence economic activity, income distribution and stability.
Explained
Fiscal policy is made by the Government of Nepal through the Ministry of Finance and expressed mainly in the annual budget presented to the Federal Parliament on Jestha 15.
Tools:
- Revenue: income tax, VAT, customs and excise duties, non-tax revenue.
- Expenditure: recurrent, capital and financing expenditure, and fiscal transfers to provinces and local levels.
- Borrowing: domestic debt (treasury bills, development bonds) and foreign loans to finance the deficit.
Stance: expansionary (higher spending or lower taxes) or contractionary (lower spending or higher taxes).
Monetary vs fiscal policy:
| Monetary | Fiscal | |
|---|---|---|
| Authority | NRB | Government (MoF) |
| Tools | rates, OMO, CRR, SLR | taxes, spending, borrowing |
| Main aim | price and external stability | growth, distribution, public goods |
The two must be coordinated. Government spending and revenue collection move liquidity in the banking system, and domestic borrowing affects interest rates. NRB's monetary policy is framed around the growth target in the government's budget.
In Nepal
Low capital spending in the first half of the fiscal year and heavy spending near Asar end regularly cause liquidity swings that NRB must offset.
