Development Bond
विकास ऋणपत्र
Also called Government Development Bond, विकास ऋणपत्र
A development bond is a long-term government bond, issued with a fixed coupon for several years, to finance development spending.
Explained
Features:
- issued by NRB on behalf of the Government of Nepal, usually by auction to BFIs, insurers, provident and pension funds and other institutions;
- medium to long maturities, with coupon interest paid periodically (usually half-yearly) and principal repaid at maturity;
- risk-free in local currency and eligible for the statutory liquidity ratio and as collateral with NRB;
- part of the government's internal (domestic) debt, along with treasury bills, citizen savings certificates and foreign employment bonds.
T-bill vs development bond: T-bills are short-term (up to 364 days) and sold at a discount; development bonds are long-term and pay coupon interest.
Development bonds finance the budget deficit and capital expenditure. Their yields also help build a government yield curve that banks use to price long-term loans.
In Nepal
NRB's monetary policy tables show development bond coupon rates ranging from 2.65% to 10.93% across outstanding issues, and PDMO data on development bonds as the largest part of domestic debt instruments.
