वित्तीय जानकारी इकाई
Also called Financial Intelligence Unit, FIU
FIU-Nepal is the national agency, housed in Nepal Rastra Bank, that receives, analyses and disseminates suspicious and threshold transaction reports related to money laundering, terrorist financing and proliferation financing.
Explained
Legal basis: Sections 9 and 10 of the Asset (Money) Laundering Prevention Act, 2064.
- Section 9(1): the FIU exists as an autonomous unit to receive STRs and information, analyse them and disseminate the results.
- Section 9(2): the NRB Governor, after consulting the Coordination Committee, appoints at least a first-class NRB officer as its head; the head is accountable to the Coordination Committee.
- Section 9(8): NRB provides its budget and resources.
- Section 10A: reporting entities and specified government bodies (such as land revenue offices and the Office of the Company Registrar) must report transactions above the NRB-set threshold within 15 days.
Reports reach the FIU electronically through goAML, software developed by UNODC. Directive 19 makes goAML the mandatory channel for TTR, STR and SAR from BFIs. The FIU issues the TTR Guidelines, STR/SAR Guidelines and goAML Operational Guidelines that BFIs must follow, and passes intelligence to the Department of Money Laundering Investigation and other agencies.
In Nepal
NRB's Monetary Policy 2082/83 announced that the financial intelligence the FIU sends to investigating agencies would be automated to make investigations more effective.
