A TTR is a report that a bank must send to the FIU for every transaction at or above the amount fixed by NRB, whether or not the transaction is suspicious.
Explained
Legal basis: Section 10A of the Asset (Money) Laundering Prevention Act, 2064 lets NRB fix the threshold and period; the reporting entity must report within 15 days of the transaction.
NRB Directive 19, point 15 sets the thresholds for BFIs. A separate TTR is filed for each of these, through goAML:
- (a) cash deposit of Rs 10 lakh or more in one account in a day, in one go or in several transactions, or cash withdrawal of Rs 10 lakh or more from one account in a day;
- (b) electronic or other transfer of Rs 10 lakh or more in a day from an account that crosses Nepal's border;
- (c) cash foreign currency exchange of Rs 5 lakh or more by a customer in a day.
TTRs are classified as TTR-Cash, TTR-Cross Border and TTR-FCY Exchange under the FIU's TTR Guidelines. For deposits of Rs 10 lakh or more the bank must also ask the customer to state the source of funds.
Certain transactions are exempt from TTR (but not from STR), such as those of government offices, bodies set up under special Acts, inter-bank and settlement accounts, cheque transfers between bank accounts within Nepal, LC payments and pension payments.
Example
A trader deposits Rs 6 lakh in the morning and Rs 5 lakh in the afternoon into the same account. The day's cash deposit is Rs 11 lakh, so the bank files a TTR-Cash within 15 days and asks for the source of funds.
