Customer Due DiligenceCDD
ग्राहक पहिचान तथा सम्पुष्टि
Also called Customer Identification and Verification, Ongoing Due Diligence
CDD is the full set of measures a bank takes to identify and verify a customer and beneficial owner, understand the purpose of the relationship, assess risk and keep monitoring transactions throughout the relationship.
Explained
KYC is the identification part; CDD is wider and risk-based. The Asset (Money) Laundering Prevention Act, 2064 sets out the levels:
- Standard CDD (Section 7A): identify and verify the customer at account opening, occasional transactions and when there is doubt.
- Enhanced CDD (Section 7E, ७ङ): extra measures for high-risk customers, PEPs and high-risk countries.
- Simplified CDD (Section 7F, ७च): lighter measures where risk is assessed as low.
- Beneficial owner identification (Section 7C) and ongoing monitoring (Section 7I, ७झ).
NRB Directive 19 adds:
- CDD must be risk-based; one uniform method for all customers is not allowed. Risk is judged by customer, transaction, location and service.
- Customers and beneficial owners must be updated periodically using electronic systems, and BFIs should develop a portal for this.
- High-risk customers are updated at least yearly; immediately when transactions do not fit the profile, KYC is incomplete or information seems untrue.
- Mobile numbers given by customers must be verified as belonging to them, based on risk.
