Nepal's image-based, MICR cheque processing and settlement system, operated by Nepal Clearing House Limited, in which cheque images and data, not paper cheques, move between banks.
Explained
How NCHL-ECC works
- The presenting bank scans the cheque (front and back) and captures the MICR data. The physical movement of the cheque stops at the presenting bank (cheque truncation).
- Images and data go to the clearing house in a numbered clearing session; the paying bank views them, checks funds and signature, and accepts or returns each item with a reason code.
- At the close of each session the system computes each member's net clearing position on a multilateral basis, which is settled through the Nepal settlement system at NRB.
Sessions NCHL runs a regular session, short express sessions for urgent cheques with settlement within a short window, a high value session for large cheques, and an adjustment session. Sessions exist for NPR and for USD, GBP and EUR cheques, each with its own value bands and cut-off times set by NCHL.
Rules
- Only MICR-encoded standard cheques are processed.
- Stale cheques are returned automatically by the clearing house; post-dated cheques are held by the presenting bank until the due date.
- Members must keep the physical cheques for the period the rules require.
- NRB bars BFIs from charging customers for electronic clearing of small cheques (Directive 20).
