Interbank Payment SystemIPS
Also called NCHL-IPS
The Interbank Payment System (NCHL-IPS) is an electronic system for transferring funds between accounts at different banks, supporting direct credit and direct debit transactions.
Explained
NCHL-IPS is an automated clearing house type system run by Nepal Clearing House Limited. It handles both bulk and one-to-one transfers:
- Direct credit: the payer's bank pushes funds to beneficiaries at other banks, for example salary payments, vendor payments and government disbursements.
- Direct debit: a biller collects funds from customers' accounts at other banks under a mandate, for example loan instalments, insurance premiums or utility bills.
Transactions are cleared through NCHL and settled in sessions on a net basis across participants' settlement accounts at NRB through RTGS. Banks use IPS through their own systems and through NCHL's CORPORATEPAY platform, while retail customers access it through connectIPS, which is built on top of it. The National Payments Interface (NPI) also provides API access to IPS.
IPS reduced reliance on cheques and drafts for interbank transfers of ordinary value, while very high-value and urgent payments go through RTGS.
