Basel Committee on Banking SupervisionBCBS
Also called Basel Committee
The international standard setter for the prudential regulation of banks, hosted by the Bank for International Settlements in Basel, Switzerland. It issued Basel I, II and III.
Explained
The Committee was set up by the central bank governors of the Group of Ten countries in 1974-75 after disturbances in currency and banking markets. Its permanent secretariat sits at the BIS in Basel.
Key outputs:
- 1988: Basel Capital Accord (Basel I), 8% minimum.
- 1996: Market Risk Amendment.
- 1997: Core Principles for Effective Banking Supervision.
- 2004: Basel II, three pillars.
- 2010: Basel III; post-crisis reforms completed in 2017.
Its standards have no legal force by themselves; members commit to implementing them. NRB's capital frameworks list the Basel Core Principles as a pre-requisite and adapt Basel standards to Nepal's conditions.
In Nepal
Nepal is not a BCBS member, but NRB follows its standards voluntarily in simplified form.
