Interest offered on a deposit above the institution's standard or published rate, for example extra interest on remittance deposits, and the NRB limits on how far deposit rates may vary.
Explained
In a liquidity crunch Nepali BFIs once competed for deposits by quoting special rates or side benefits. NRB now controls such premiums through Unified Directive 15 and 16.
Rules on deposit rates
- Monthly setting: deposit rates may change only monthly and must be published as annual percentages before the Nepali month starts (immediate change allowed when NRB changes the bank rate or policy rate).
- Band: an institution may set its maximum and minimum deposit rates only within a limited percentage above or below the previous month's average of the maximum and minimum rates published by all institutions in its class.
- Spread between products: the gap between the highest and lowest rates on interest-bearing local-currency deposits (except call deposits) and the gap among saving products are capped.
- Allowed premium: remittance saving accounts, fixed deposits funded from them, and deposits of remittance-receiving families must get extra interest; social security allowance accounts and endowment fund fixed deposits may get more by agreement.
- No side benefits: no fee, commission or other benefit beyond the coupon rate may be offered to attract deposits, and no gifts, lotteries or prize schemes.
Do not confuse The "interest spread rate" is the gap between average lending and deposit rates, which is a profitability measure.
Example
If the average of the maximum rates published last month by all class A banks was 8.5%, a class A bank may set its maximum rate this month at no more than 8.5% × 1.10 = 9.35%.
