Outright Sale and Purchase Auction
Also called Outright Purchase, Outright Sale, Outright OMO
Open market operations in which NRB permanently buys or sells government securities through auctions, with no agreement to reverse the deal.
Explained
Unlike repo and reverse repo, an outright transaction transfers ownership permanently.
- Outright purchase: NRB buys securities from banks and pays for them, adding liquidity to the system permanently. Used when the liquidity shortage is expected to last.
- Outright sale: NRB sells securities from its holdings, taking liquidity out permanently. Used to absorb structural surplus.
Banks submit bids for amount and yield; NRB accepts bids according to its liquidity target.
Because outright operations have lasting effects on reserve money, NRB uses them more sparingly than repo-type operations, which are reversed automatically. The NRB Act Section 45(1) covers both immediate (outright) and deferred purchase or sale of government and NRB securities.
