High-quality Liquid AssetsHQLA
Also called Level 1 and Level 2 assets
Unencumbered assets that can be converted into cash quickly in private markets with little or no loss of value, held to meet liquidity needs during stress. They form the numerator of the Liquidity Coverage Ratio.
Explained
Under the Basel III LCR standard, HQLA must be:
- unencumbered (not pledged),
- easy to value and traded in active markets,
- low in credit and market risk,
- ideally eligible at the central bank.
They are grouped into Level 1 assets (cash, central bank reserves, high-quality sovereign securities), counted fully, and Level 2 assets (certain other sovereign, corporate and covered bonds and some equities), counted with haircuts and caps.
In Nepal the closest regulatory concept is the set of assets eligible for the SLR (government securities, vault cash, CRR balance and similar) and the liquid assets used in the net liquid assets ratio. Government of Nepal treasury bills and development bonds are the main liquid securities banks hold.
