Fiscal (Budget) Deficit
Also called Budget Deficit, Primary Deficit, Revenue Deficit
A fiscal deficit occurs when total government expenditure exceeds total revenue and grants in a year; it shows how much the government must borrow.
Explained
Measures:
- Fiscal deficit = total expenditure − (revenue + grants) = total borrowing requirement.
- Primary deficit = fiscal deficit − interest payments; it shows the deficit from current policy, excluding past debt.
- Revenue (current) deficit = current expenditure − revenue; a revenue deficit means borrowing is used even for day-to-day spending.
Financing: domestic borrowing (T-bills, development bonds, savings bonds), external loans, and in extreme cases central bank borrowing (deficit financing, which can be inflationary).
Effects:
- A moderate deficit spent on capital projects can raise growth.
- Large or persistent deficits increase public debt and interest burden, can crowd out private credit, raise interest rates, and may fuel inflation and external imbalances.
It is usually expressed as a percentage of GDP to compare across years.
Example
Expenditure Rs 1,964 bn; revenue Rs 1,315 bn; grants Rs 53 bn. Fiscal deficit ≈ 1,964 − 1,368 = Rs 596 bn.
