Financial Action Task ForceFATF
Also called
The FATF is the global inter-governmental body that sets international standards (the FATF Recommendations) against money laundering, terrorist financing and proliferation financing, and publicly lists countries with strategic deficiencies.
Explained
The FATF works through a global network that includes FATF-style regional bodies. Nepal is not a direct FATF member; it is assessed through the Asia/Pacific Group on Money Laundering (APG), an associate member of the FATF.
The FATF publishes two lists after each plenary:
- High-Risk Jurisdictions subject to a Call for Action (the "black list").
- Jurisdictions under Increased Monitoring (the "grey list"): countries actively working with the FATF on an agreed action plan.
Nepal's status: the FATF plenary of February 2025 added Lao PDR and Nepal to the list of Jurisdictions under Increased Monitoring. The FATF statement of 19 June 2026 still lists Nepal under increased monitoring.
NRB's Directive 19 requires BFIs to keep an updated list of high-risk countries using the FATF "Call for Action" and "Increased Monitoring" lists and the UN sanctions list, and to apply enhanced due diligence to customers linked to them.
In Nepal
Grey listing does not by itself require other countries to apply enhanced due diligence to Nepal, but it raises compliance costs and reputational risk for remittance, correspondent banking and foreign investment.
