A digital wallet is an electronic account, usually on a mobile app, that stores prepaid money (e-money) and lets users make payments and transfers.
Explained
A wallet holds e-money issued by a licensed payment service provider. Users load money from a bank account, card, agent or another wallet, and then use it to pay utility bills, buy airline and bus tickets, top up mobile phones, pay merchants by QR and send money to other users or bank accounts.
Unlike a bank deposit, a wallet balance does not earn interest and is not a deposit of the PSP. The PSP must keep an equivalent amount of customer funds in settlement accounts with banks, so customer money is protected if the PSP fails.
In Nepal, wallets such as eSewa, Khalti and IME Pay are operated by PSPs licensed by NRB under the Payment and Settlement Act, 2075. NRB directives set KYC requirements, balance and transaction limits, fee caps and interoperability rules; limits are revised periodically. Wallets have expanded digital payments widely because they are easy to open and use, and they are part of NRB's drive for financial inclusion and a less-cash economy.
In Nepal
NRB limits wallet transactions to Rs 2 lakh a day and Rs 10 lakh a month from a bank account to a wallet or from a wallet to another bank account, and Rs 50,000 a day and Rs 5 lakh a month between wallets. A wallet may hold at most Rs 50,000 overnight; any excess goes to the customer's linked bank account. A natural person can load a wallet at most 10 times a day. Through an agent, a customer can deposit up to Rs 25,000 a day and Rs 1 lakh a month, and withdraw up to Rs 5,000 a day and Rs 25,000 a month. Moving money from a wallet to the user's own linked bank account has no limit. Remittances received into a wallet from abroad are outside the load limits.
