Protection under which a deposit guarantee fund pays depositors up to a set limit if their bank or financial institution fails; in Nepal it is provided by the Deposit and Credit Guarantee Fund.
Explained
Deposit insurance protects small depositors and reduces the risk of bank runs.
Legal basis in Nepal
- BAFIA 2073, Section 108: licensed BFIs must get the deposits NRB specifies (or as provided by law) insured.
- Unified Directive 16: class A, B and C institutions must insure deposits of natural persons held in saving and fixed accounts up to the limit NRB sets with the Deposit and Credit Guarantee Fund (DCGF), and send the fund quarterly data on the amount of such deposits and the number of depositors within one month of the quarter end.
Key features
- Covers individuals' saving and fixed deposits; institutional deposits are not covered.
- Each BFI must insure its own depositors' eligible deposits, so a person with accounts in several institutions is covered at each of them.
- The depositor does not have to apply; the institution arranges the cover.
- On liquidation, the insured amount is paid by the fund; any balance above it is claimed in the liquidation process.
Exam angle Explain why: depositor confidence, financial stability and protection of small savers who cannot assess bank risk.
In Nepal
Deposits are insured by the Deposit and Credit Guarantee Fund (निक्षेप तथा कर्जा सुरक्षण कोष), which also guarantees certain loans.
