Bills Purchase and Discounting

A seller who has sold goods on credit holds a bill accepted by the buyer. Rather than wait, the seller gets cash from the bank now. Discounting usually refers to usance (time) bills; purchase to demand bills and export or import documents.

NRB rules

• "Loans and advances" include bills purchased and discounted for classification and provisioning.
• Import loans such as bills discounting and trust receipt loans can be given for at most 90 days.
• Purchased or discounted bills not recovered within 90 days of the due date are classified as loss.
• Banks may not buy domestic cheques, since they can be cleared the same day, and may not lend against cheques.

In Nepal, bills purchased and discounted are included in total loans when computing deprived sector and other lending ratios.

उधारोमा सामान बेचेको विक्रेतासँग खरिदकर्ताले स्वीकार गरेको बिल हुन्छ। भुक्तानी मितिसम्म नपर्खी विक्रेताले बैंकबाट अहिल्यै नगद लिन्छ। डिस्काउन्टिङ प्रायः म्यादी बिलमा र खरिद माग बिल र निर्यात/आयात कागजातमा प्रयोग हुन्छ।

नेपाल राष्ट्र बैंकका व्यवस्था

• वर्गीकरण र कर्जा नोक्सानी व्यवस्थाका लागि कर्जा सापटमा बिल्स खरिद तथा डिस्काउन्ट पनि पर्छ।
• बिल्स डिस्काउन्टिङ र ट्रष्ट रिसिट जस्ता आयात कर्जा बढीमा ९० दिनका लागि मात्र दिन पाइन्छ।
• खरिद वा डिस्काउन्ट गरिएका बिल्स भुक्तानी मितिले ९० दिनसम्म असुल नभए खराब वर्गमा पर्छन्।
• स्वदेशी चेक सोही दिन क्लियर हुने भएकाले खरिद गर्न पाइँदैन र चेकको धितोमा कर्जा दिन पाइँदैन।

विपन्न वर्ग लगायतका कर्जा अनुपात गणना गर्दा कुल कर्जामा बिल्स खरिद तथा डिस्काउन्ट पनि समावेश हुन्छ।
