Suspicious Activity ReportSAR
शंकास्पद गतिविधि प्रतिवेदन
A SAR is a report to the FIU about suspicious behaviour or an attempted transaction, even where no transaction is completed.
Explained
An STR concerns a transaction; a SAR covers activity or attempts, such as a customer who tries to open an account with forged papers, abandons a transaction when asked for source of funds, or behaves in a way that suggests structuring.
Legal basis: Section 7S(2) of the Asset (Money) Laundering Prevention Act, 2064 requires reporting even when a customer only attempts a transaction.
NRB Directive 19, point 16(5) requires BFIs to develop systems that identify suspicious attempts and activity, inquire as needed, and file the SAR through goAML within 3 days. It follows the FIU's STR/SAR Guidelines.
Example
A person asks the teller to split a Rs 12 lakh cash deposit across two days to avoid reporting, then leaves when asked about the source. No deposit happened, but the bank files a SAR.
