Issuing Bank
जारीकर्ता बैंक
Also called Card Issuer, Issuer
An issuing bank is the bank or institution that issues a payment card to a customer, authorises the customer's transactions and bears responsibility for the cardholder's account.
Explained
The issuer is the cardholder's bank. Its responsibilities include:
- Completing KYC and deciding eligibility for debit, credit or prepaid cards; setting credit limits for credit cards.
- Producing and delivering the card and PIN (including services such as Green PIN).
- Authorising each transaction by checking the balance or limit, card status and fraud rules.
- Debiting the cardholder's account or billing the credit card, and settling with the card network.
- Handling complaints, raising chargebacks for disputed transactions and blocking lost or stolen cards.
For credit cards, the issuer bears the credit risk if the cardholder does not repay. It earns interchange fees from purchases, annual fees and, for credit cards, interest.
The term 'issuing bank' is also used in trade finance for the bank that issues a letter of credit on behalf of an importer; the context makes the meaning clear.
