Countercyclical Capital BufferCCyB
Also called Countercyclical Buffer, CCB (countercyclical)
NRB rules
NRB limit: 0% to 2.5% of RWE in CET1 depending on the credit-to-GDP gap; set at 0% for commercial banks for FY 2083/84
NRB Circular 3 (2083/84), amending Unified Directive 2082, Directive 1/082 point 1 · applies from . Limits change with each monetary policy and directive, so check the latest notice before the exam.
A time-varying capital add-on in CET1 that the regulator switches on when credit grows excessively, so banks build extra capital before a downturn and can release it afterwards.
Explained
The CCyB is the macroprudential part of Basel III. Under CAF 2015 para 2.6, NRB uses the credit-to-GDP gap as its guide:
Credit to GDP Gap(t) = Credit to GDP ratio(t) minus Trend(t-1), where trend is the average credit-to-GDP ratio of the previous five years.
Buffer schedule (in CET1, % of RWE):
- gap up to 5 points: 0%
- above 5 to 7.5: 0.5%
- above 7.5 to 10: 1.0%
- above 10 to 12.5: 1.5%
- above 12.5 to 15: 2.0%
- above 15: 2.5%
Banks get up to 12 months to raise the buffer, but a reduction applies immediately. A bank that cannot meet it may not distribute earnings. The buffer extends the capital conservation buffer and is excluded from capital funds for exposure limits.
Directive 1 requires commercial banks to maintain the CCyB from FY 2080/81, and it set the rate at 0% for FY 2082/83.
Example
If the credit-to-GDP gap were 9 points, commercial banks would need a 1.0% CCyB in CET1 on top of the 2.5% conservation buffer.
In Nepal
The CCyB rate is announced through the Unified Directive and its circulars. The 2082 edition fixed it at zero for FY 2082/83, and NRB Circular 3 of FY 2083/84 keeps it at zero for FY 2083/84.
