Also called Liquidity Contingency Plan
A bank's pre-approved plan setting out how it will raise funds and manage cash flows if it faces a liquidity crisis.
Explained
Directive 5, point 6(9) of the NRB Unified Directive requires every institution to prepare a contingency funding plan to arrange funds at times of liquidity pressure.
A good CFP covers:
- early warning indicators such as rapid deposit outflows, a widening funding gap, rising interbank borrowing or negative news,
- stress scenarios (bank-specific and market-wide) and their estimated cash shortfall,
- funding sources in order of use: surplus liquid assets, sale or repo of government securities, interbank borrowing, NRB facilities such as the standing liquidity facility, and other measures,
- roles and escalation: who declares a liquidity event, ALCO and board involvement, communication with NRB, depositors and the media,
- regular testing and updating.
The plan works alongside the ALCO and maturity gap reporting as part of liquidity risk management.
