NRB Directive 5, point 2(4)-(5) requires each BFI to have an independent risk management function under a Chief Risk Officer or an equivalent post. Separate or combined units may be set up for each risk depending on size and business. The risk function must at least:

• manage the drafting and updating of risk policies and procedures;
• regularly monitor material risks of all business units and alert decision makers to unexpected risks;
• prepare risk reports for the risk management committee and the board;
• support effective implementation of all aspects of risk management.

The CRO's duties and authority must be written down, and the CRO reports directly and periodically to the board-level Risk Management Committee. BFIs also submit an annual report on risk governance, including the CRO's mandate, within one month of fiscal year end.

निर्देशन नं. ५ को बुँदा २(४)-(५) अनुसार प्रत्येक संस्थामा प्रमुख जोखिम अधिकृत वा सोही समान पदअन्तर्गत स्वतन्त्र जोखिम व्यवस्थापन कार्य हुनुपर्छ। आकार र कारोबार अनुसार हरेक जोखिमका लागि छुट्टाछुट्टै वा गाभिएको इकाई राख्न सकिन्छ। जोखिम कार्यले कम्तीमा:

• जोखिमसम्बन्धी नीति र कार्यविधि तर्जुमा र अद्यावधिक गर्ने;
• सबै इकाईका मूलभूत जोखिमको नियमित अनुगमन गरी अनपेक्षित जोखिमबारे निर्णयकर्तालाई सचेत गराउने;
• जोखिम प्रतिवेदन तयार गरी जोखिम व्यवस्थापन समिति र सञ्चालक समितिमा पेश गर्ने;
• जोखिम व्यवस्थापनका सबै पक्षको प्रभावकारी कार्यान्वयनमा सघाउने।

प्रमुख जोखिम अधिकृतको काम, कर्तव्य र अधिकार लिखित हुनुपर्छ र उनले सञ्चालक तहको जोखिम व्यवस्थापन समितिमा सोझै आवधिक रिपोर्ट गर्छन्। आर्थिक वर्ष समाप्त भएको एक महिनाभित्र जोखिम सुशासन संरचनासहितको वार्षिक प्रतिवेदन पठाउनुपर्छ।
