Legal basis: the Authority is an autonomous body with legal personality and perpetual succession, established under Section 3 of the Insurance Act, 2079. It replaced the former Beema Samiti (Insurance Board) after the 2079 Act took effect.

Mandate: to systematise, regularise, inspect and supervise insurance business and keep the insurance market fair, competitive and credible.

Powers (Section 5 of the Act) include:

• advising the government on insurance policy;
• granting prior approval for establishing insurance companies, and issuing or revoking licences;
• regulating premiums, products, investments, solvency and reinsurance;
• licensing agents, brokers and surveyors;
• protecting policyholders' interests.

Relevance for bankers: insurers are a key part of the financial system; banks act as corporate agents in bancassurance, require insurance of collateral and borrowers, and insurers are reporting entities under AML/CFT law.

कानुनी आधार: बीमा ऐन, २०७९ को दफा ३ अनुसार स्थापित अविच्छिन्न उत्तराधिकारवाला स्वायत्त निकाय। २०७९ को ऐन लागू भएपछि साबिकको बीमा समिति लाई प्राधिकरणले प्रतिस्थापन गर्‍यो।

उद्देश्य: बीमा व्यवसायलाई व्यवस्थित, नियमित, निरीक्षण र सुपरिवेक्षण गरी निष्पक्ष, प्रतिस्पर्धी र विश्वसनीय बीमा बजार बनाउने।

अधिकार (ऐनको दफा ५):

• बीमा नीतिमा सरकारलाई सल्लाह;
• बीमा कम्पनी स्थापनाको पूर्वस्वीकृति र इजाजतपत्र दिने वा खारेज गर्ने;
• बीमाशुल्क, बीमालेख, लगानी, सोल्भेन्सी र पुनर्बीमाको नियमन;
• अभिकर्ता, ब्रोकर र सर्भेयरको इजाजत;
• बीमितको हित संरक्षण।

बैंकरका लागि महत्त्व: बैंकले बैंकास्योरेन्स मा कर्पोरेट अभिकर्ताको काम गर्छन्, धितो र ऋणीको बीमा गराउँछन् र बीमा कम्पनी सम्पत्ति शुद्धीकरण निवारण कानुनअन्तर्गत सूचक संस्था हुन्।
