Explained
Dormancy protects customers and banks from misuse of forgotten accounts.
NRB rules (Unified Directive 16)
- A saving account with no transactions for more than three years, and a call or current account with none for more than one year, must be made dormant. Accounts made dormant earlier under bank policy must be updated to this rule.
- To reactivate, a customer whose KYC is up to date needs only an application; KYC can also be updated and confirmed electronically.
- Accounts with zero balance and no transactions for ten years may be closed after a public notice, with details on the bank's website.
- Accounts inactive for ten years or unclaimed under BAFIA must be reported to NRB every year, and amounts not collected for twenty years go to NRB's Banking Development Fund.
Customer protection (Directives 15 and 20)
- Interest must still be paid on an interest-bearing account even after it becomes dormant.
- No fee may be charged for reactivating a dormant account.
Why NRB cares The Monetary Policy 2082/83 noted the very high number of dormant accounts and the risk of their misuse, for example as money mule accounts, and announced an action plan to reduce them.
