Explained
Development banks were set up to support industrial, agricultural and regional development, and today operate much like smaller commercial banks.
Key legal points (BAFIA 2073)
- Section 36(5): a class B institution must use the name "development bank".
- Section 49(2): a class B institution may do the activities listed in Section 49(1) clauses specified for it, subject to NRB limits.
- Section 38: a lower class institution can apply to NRB to upgrade one level, for example from class B to class A, after meeting the higher capital and other conditions.
Scope Development banks can be national level or operate in a limited number of districts or provinces. Under Unified Directive 16, national level development banks have no deposit collection ceiling, but other class B institutions may raise financial resources only up to a multiple of their core capital set by NRB.
