Credit flow is a major source of investment and income for commercial banks. Meanwhile, due to external factors such as the COVID pandemic, Russia's attack on Ukraine and the conflict between Israel and Hamas, and the effect of the slowdown in the economy from fiscal and monetary policy and the overall governance side, the investment of Nepal's banking sector has also been affected, and non-performing loans are said to have increased. The amount of bad loans in commercial banks is also seen to have risen sharply compared to previous fiscal years. In this context, pointing out the reasons for the increase in non-performing (bad) loans, analyze the effects on the banking sector and the overall economy of a sharp increase in non-performing loans. What steps would be appropriate for the government and the banking sector to take in the immediate and long term to remove those effects? Present an action plan with implementable suggestions.

Looking at Nepal's budget formulation process, a great deal of homework is seen to be done by the stakeholders. The budget is formulated after completing budget preparation activities such as setting budget ceilings, allocating agency-wise ceilings and budget demands, detailed discussions at the National Planning Commission and the Ministry of Finance, followed by discussion in Parliament. However, looking at the implementation side of a budget prepared with such extensive homework, the situation appears disappointing.
