A customer's cheque on which the drawee bank certifies, at the holder's request, that funds are available and reserved, so that payment is assured.
Explained
Even though an ordinary cheque is already a payable instrument, a holder may want extra assurance, for example in property deals or tender deposits. NRB's Unified Directive 21 (point 44) sets the procedure.
Procedure
- The bank certifying the cheque transfers an amount equal to the cheque into a separate account, records it, and mentions the system-printed proof on the cheque or provides it with the cheque. This amount is shown under other deposit liabilities.
- The date on the cheque must not be later than the date of certification.
- Internal controls must exist for issuing GFP cheques, and the details must be reported to the chief operating officer.
- GFP cheques cannot be used as collateral for loans.
- At least two officials of the issuing office must sign with their code number, name, post and date, and affix the institution's seal.
These rules do not prevent GFP cheques payable to the Government of Nepal under existing policy. On customer request, BFIs may also issue banker's or manager's cheques instead.
Fees Directive 20 bars BFIs from charging any fee for issuing cheques, including good-for-payment cheques.
